Not sure I understand the actual question. You've configured the tacacs users to have access to the bigpipe shell. I think in v10 you can can the terminal access is disabled, bp or tmsh. N

bigpipe is the legacy shell and tmsh is the latest and greatest shell. From v10 you could use both bigpipe and tmsh but from v11 you can only use tmsh. Either will work for you at the moment (although the commands are different of course, see: bigpipe to tmsh cmd mappings Rgds N
