I think you there are several ways to accomplish this but here is an untested example: 

 
 when HTTP_REQUEST { 
    if { [ HTTP::host] != "" } { 
       persist uie [HTTP::host] 1800 } { 
      else 
     { 
     persist    
     } 
 }
