Single Boot Volume

You are correct that the "ALL" OVA image for BIG-IP VE is designed to support multiple boot locations (slots), which allows for upgrades and hotfixes to be installed on separate volumes. However, by default, only a single boot volume (HD1.1) is created during the initial deployment. This is expected behavior.
To create additional boot volumes (such as HD1.2 or HD1.3), you do not need to do anything special during the initial installation. Instead, the additional volumes are created during the upgrade or hotfix installation process. When you install a new software image or hotfix, the system will prompt you to select an existing boot location or specify a new one (e.g., "2" for HD1.2). The system will then create the new volume and install the image there.
