Simple Compression Question

Hi     I have a basic question on Compression.     How does the license work? If I have 5Mbps standard - what does that mean... if I go over 5mbps does nothing else get compresse...

It is the second - "I will compress up to 5Mbps and anything over that is uncompressed until the rate drops below 5Mbps again"
