So the plan is to to use an iRule to reference an iFile serving out a pac file. There will be a couple of pac files for different groups of users.

MVPin principle you should be able to set that all up with the irule, but that can become quite complex.
other things to consider is using scripts, but then you need to arrange the access somewhere else.
