Upgrading the provisioning level for AVR to nominal is a good idea. It shouldn't present any risk to LTM. A minimal provisioning isn't recommended and won't allow for AVR to obtain more resources if needed.

 

I feel your pain regarding maintenance windows and impacting changes. Our organization does the same thing.
