Server pools from different DC with resource utilization

We have multiple DCs and would like to configure app server pools in LTM and send traffic to remote DC when:

 

1) All the resources in current DC are over utilized 2) Seeing higher error rate

 

We do use GTM but it's not possible to do this in GTM since it's a DNS server.

 

Please advise how we can design in LTM for this given requirement.
