Hi;
When an admin specifies a threshold for tightening based on requests from untrusted IP addresses, can the admin link that to the GEO location database. i.e. if the request to this URL is seen 100 times from 100 different IP addresses then the URL should be allowed "only if the 100 different source IPs" are from locations A, B and C for example.

No, that is not possible. This is a not a good approach anyway, it is better to define the Trusted IP addresses (e.g. your company IP ranges in different countries)
