second time staging ignored

something strange happen with my asm security policy, I turned on blocking in staging mode for 12 days, after the staging expired, blocking set it as expected, I switched back to staging mode for further 7days, and the asm still continued to block, ignoring the new staging settings. Surely, this is not normal
