Rewrite URI and replace in browser

I am trying to rewrite an URI and have the new URI show up in the clients broswer. I have tried using HTTP::redirect and a 301 redirect but I am unable to get the browser to change. The URI I am redirecting to is part of a layer 7 policy and the traffic gets sent to the correct nodes based on the policy so I know that the redirect is taking place but the browser is just not getting updated.
