Try this:

when HTTP_REQUEST { 
    if { [string tolower [HTTP::url]] equals "/wpad/wpad.dat" } { 
        HTTP::redirect "http://192.168.50.207:8080/accelarated_pac_base.pac" 
    } 
}

The HTTP::uri command only returns the URI portion of the request.
