Redirect/Forward all Virtual Server Traffic to another Virtual Server

Not sure why you want to do this in an irule. But you could create a pool with the target virtual server as the pool member, and then select that pool in an irule attached to the virtual server that you want to do the forwarding.

I would say use the same pool for both VS as the final destination will be the same for both VS and hence, the content served will be the same. If you still insist on moving traffic from one virtual to another, check this thread out for options.
