Rate Class per VS?

If I have two virtual servers that have the same rate class defined, will traffic begin to be shaped/dropped when combined traffic of both virtual servers reaches the rate class limit, or will both virtual servers be able to reach the rate class limit independent of each other?

 

 

Ideally, I would like to define one rate class and allow multiple virtual servers to reach a combined throughput as defined per the rate class (not allow each virtual server to reach that roof independently).
