CirrocumulusAssuming "192.168.4.4" is an IP address on your BIG-IP, you might want to ensure that the BIG-IP is on the same VLAN as the RADIUS machines or add a route to the RADIUS machines via the management interface or through a production route.
If "192.168.4.4" is not an IP address on your BIG-IP then I would look into any firewall configuration required in order for the BIG-IP to talk to the RADIUS services.
