Quality of Service Weights - Link Capacity

Hello,

Can anyone explain to me how does the link capacity needs to be configured. I have 3x inbound ISP links with wide ip's for all the ISP's. All the ISP's are on different bandwidth, so for inbound load balancing, i would like to use QoS.

F5 documents says, If you want to load balance link traffic using link ratio weighting, you need to configure the following settings in addition to specifying the ratio weight on the link.

Inbound load balancing The inbound load balancing mode, on a wide IP, is Quality of Service. All QOS coefficients should be set to 0, except for the Link Capacity coefficient, which should be any number other than 0.

Outbound load balancing The outbound load balancing mode, for a router pool (usually the default gateway pool), is Dynamic Ratio. To configure the link ratio weighting for a link

What figure does the link capacity referring to, is it the link bandwidth or ratio.

Kindly advise Thanks in advance.
