Persistence Table Not clearing after timeout set value

Has anyone experienced the issue where the Persistence is not clearing from the table after the set timeout value. I have a VIP configured with Persistence for 2hrs and OneConnect for 2hrs as well as per Application recommendation. It is load balancing to two back end servers on dynamnic ports. This set up was working for V11.5.1 but after Upgrading to 11.5.3 the Persistence table does not clear and keeps sending traffic to one node. All nodes are working because if you by-pass the F5 the Application works fine.
