Was trying to spider a virtual server behind a lab F5 with APM (12.1.2 fully patched), as part of our internal security testing.
Triggered the rate limiting for my IP Access Profile /Common/APMASTER_1: Per IP in-progress sessions limit (128) exceeded for a.b.c.d
Received a bunch of errors:

Unclear is this the rate limiting working as expected, or is ERR_BOUNDS indication of coding error (usually means exceeding a hard limit in C code).
Also is the access limiting applied to management traffic on a different IP as I was losing access to the management web interface erratically when the errors were logged.

The fact you lost management access indicates the TMM was probably restarting, assuming you managing via Self IP. If you were managing via management port, that becomes more strange. You should not have lost that access, so it is not normal.
Most of F5 software is written in C, so it is common get errors about C. I could not find any known issue with the lines you have.
I advise you to collect any core file and open support case.
