Notification API confusion

I've been trolling through the iControl docs today, and while I'm pretty comfortable with the polling aspects for certain information (get_member under LBPool/Pool for instance), the Event Subscription and Notification is a bit of a mystery to me. Do I have to create subscription that then points to a listener on some node of my choosing somewhere? Is that how the events (say node up/down) would be sent to me?

 

 

I would then assume that my listener would have to be coded to know what to do with that information, rather than polling the BigIP for the hosts going up/down.

 

 

Is that about right? I feel maybe I am missing something fundamental here...
