The Failover interface was moved from the LocalLB module into the System module in the BIG-IP v4.5 release. So, if you are upgrading to 4.6.2 then you will absolutely have the ITCMSystem.Failover interface available.

 

 

v4.2 is a very old release (~2001) and if you could upgrade to 4.6.2 that would be best as the iControl subsysem was reworked and optimized for the v4.5 release.
