Do you have a VS defined on port 80 and a separate one on port 9443? If so you should be able to use that iRule on the port 80 VS to redirect all requests to the 9443 VS.
Is the 9443 VS used for SSL? If so, you should change the rule to redirect to https://www.abc.com:9443.
