With your iRule I'm assuming you want to use pool demo for all addresses in the 64.191.196.* subnet. If that is the case this should do it:

} elseif { [IP::addr [IP::remote_addr]/24 equals 64.191.196.0] } {
pool demo
} else {
pool Java
