Nimbostratusyes, you can do it with Irule. But you should know the parameter which can tell request came in for Legacy or New environments. I have similar setup for diffrent application and I am routing traffic based on the uri parameter to diffrent pools. Like /us goes to pool1 and /br goes to pool2.
