Yes you manage the new appliance like a new cluster member
- Can I use the old IPs on the new hardware?
virtual servers IPs stay the same, self IPs must be different while both appliances are connected. you can configure the same self IPs except HA IP if new appliance is only connected with HA interface. take care to not create IP address conflict.

When syncing, should I do that having the downtime?
- Is there any way that I can sync it without any impact?
before enable new appliance in the device-group failover, configure it in offline. if you don't do that, the new appliance can become active before config sync
- Do they have to be online for the sync? If yes, how can the new hardware use the old IPs?

don't use failover cable but network failover. you only have to connect new appliance on the same HA network than old one
