Migrating from LTM-6400 to LTM-6900

What is the simplest way of migrating from LTM-6400 to LTM-6900? knowing that LTM-6400 is running 9.3.1 and that the only version that suppors the LTM-6900 is 9.4.6. The IP addresses will also change

 

 

I was thinking of creating a UCS file on the LTM-6400 and importing it to the LTM-6900 and then replace the license and change the IP addresses but not sure however if that would work as there are minor changes to the bigip.conf file like partitions and so

 

 

I'm trying to avoid upgrading the LTM-6400 to 9.4.6 before creating the UCS
