Mass or bulk irule addition?

Would someone have an example script to add a new irule to all VIP's without removing the current irules. We run into the issue where as we dont have or use http profiles on all our VIP's thus the irule we are adding would / should skip those VIP's if it needs additional profiles to use. Maybe even list out what VIP's the irule was added to and or skipped. I have searched Dev Central and online and see very little about Mass irule additions. We are using V11.4
