Manual attack signatures update never completes

The issue was simply IE11. I placed a ticket with F5 support and they noticed there were no logs indicating an attempt to update the signatures manually. Although, I have used IE11 to access the LTM and never experienced a problem, the manually update signature file needed chrome or Firefox to work properly.
It is possible your answer lies in either /var/log/asm or one of the logs in /var/log/ts, but in all likelihood you will need to open a case with support.
Make sure you have reactivated your license in the last 18 months, as the update will fail otherwise (though it should complain rather than simply spinning forever).
Also, ensure that you are using the attack signatures for your version, as the signatures are version specific.
