On a LTM ver 11.5 maintenance page, using iRule, can a menu with 3 links be defined so a user can click on one of the option and be redirected to a page on different server?

Yes. Because the F5 produces the maintenance page using an iRule it can put any valid HTML on that page.

that would be basic HTML "code" which you just reply to the client via an iRule. you could even just show three links.
