LTM config query

Client has 4 singapore webservers configured as primary & 4 webservers in jurrong, configured as secondary behind ltm. Client has requirement in such a way that if any of the 2 Singapore servers fail...

After 2 Singapore server fail, all traffic must go to the Jurrong or the traffic should be balanced to Singapore AND Jurrong?
