Can you elaborate a bit more on your environment? Transfers to the cloud are stalling, or connections inbound from the Office365 cloud are stalling?

Yes, transfers to the cloud are stalling, a little more interesting, I disabled one of the 2 pool members.
11.5.1 Hotfix 2 virtual server - perf L4, port 443, TCP , fastl4 default profile, source address persistence pool - tcp health monitor, least connections member,2 members port 443

When we went through this over a year ago, and I believe we had to provide Microsoft IP addresses that they should expect to see traffic from when leaving our network.
Likewise, the on-premise hub servers had to be configured to allow connections from certain Office365 address ranges. We encountered a hiccup because we were doing SNAT on the LTM and the hub servers weren't trusting the SNAT address we were using, so we had to add it in as a connector.
We also started with just one hub server to get things working and then added others after getting one working. Keep it simple to start with.
