You have a line wrap issue. Second line in your iRule:

 ISE persistence iRule based on Calling-Station-Id (MAC Address) with fallback to NASIP-Address
as persistence identifier

Change it to:

 ISE persistence iRule based on Calling-Station-Id (MAC Address) with fallback to NASIP-Address
 as persistence identifier
