we have LC installed but we have issue at the voice call the internal user can hear the external peer, but not vice versa the external peer couldn't able to hear any voice,

MVPQoS would only matter if the link is very full. with what other traffic have you performed tests? have you confirmed the traffic really gets back to the LC?
