least connections (member) method

Can anyone explain exactly how the least connections (member) method works? Meaning if I have 20 members in a pool, and there are 0 connections to any, how does it determine where to go? If I have only 2 members with connections, how does it decide which of the remaining 18 members to choose from?

 

 

Any help would be much appreciated.
