ISP link latency
This seems more like for dedicated SD-WAN solution not F5 BIG-IP that can monitor for latency between two locations that have SD-WAN devices or to a SaaS service by using probes that take the latency into account and dynamically changes the selected ISP links depending on the current latency.
indeed.
i used to sell sdwan router and it has such auto link latency measurement as basic feature.
msrp was also lower than cisco wan router.

F5 is a swiss army knife but it can't replace everything a corporate network. An older approach will be if a router even without SD-WAN features supports ip sla probes (this is what cisco calls them) and you can have 2 static routes and one to be removed if the sla marks the route as bad but better just go with an real SD-WAN solution as that is grandfather of SD-WAN 😁
