Is there an iControl 9.x emulators?

I'm doing some R&D with load balancing and would like to develop software against iControl 9.x.     Is there a software emulator for the F5 hardware to do some basic testing? I would like ...

Good thoughts? Back in the SEE-IT days, our team had a public facing BIG-IP that we loaned out in 24-hour windows to customers to try the product against. Would you all find this valuable to have a way to request remote access to a BIG-IP hosted at F5? If so, I can look into getting this process back in place for the development community.
