Is it possible to failover 1 traffic group out of 3.

I am looking to failover 1 traffic group out of 3. We have a 3 node cluster, 2 (A, B) in 1 data center and the 3rd (C) in another. Version 11.3HF8. Currently all traffic groups are active on node A....
