Performance (Layer 4) virtual servers operate at the transport layer and are designed for high throughput and low latency. They do not support iRules, which require the system to process traffic at a higher layer (typically Layer 7 with Standard or Performance (HTTP) virtual servers) where the full TCP/UDP payload is available for inspection and manipulation.

That's not accurate.
There are irule events that can be still triggered even in a performance l4 virtual server like client_accepted or lb_selected etc
So, yes irule can still be used but with limited events
