Try this: 

when HTTP_REQUEST {
  if { [string tolower [HTTP::host]] ends_with "test.com" and ([HTTP::uri] == "" or [HTTP::uri]== "/")} { 
    HTTP::uri "/ADMIN"
    pool IIS
  } else {
    pool AAP
  } 
}
