i think you had better also check uri.

e.g.

when HTTP_REQUEST {
  if { ![IP::addr [IP::client_addr] equals 10.1.2.0/24] and [HTTP::uri] eq "/" } {
    HTTP::redirect "http://[HTTP::host]/cams"
  }
}
