Something like this:

when HTTP_REQUEST {
    set uri_end [getfield [HTTP::uri] "/" 5]
    set uri_start "http://www.xyz.com/abc123/this-is-the-new-URL/"
    HTTP::redirect "$uri_start$uri_end"
}
