Did you tried above iRule? I don't see any issue in iRule

     when HTTP_REQUEST { 
      if { ([HTTP::cookie "UserInfo"] contains "redapp") && ([string tolower [HTTP::uri]] contains "/abcd/")} 
        { node 1.2.1.1 80 }  
        }
