In the virtual server configuration, try changing "source port" to "preserve strict"
I've seen this issue before, but unfortunately it has been long enough that I only vaguely remember a possible solution and not the reasoning behind it. F5 has some warnings for this setting - https://support.f5.com/kb/en-us/solutions/public/11000/000/sol11003.html

- shaggyNimbostratusheh, that's a huge difference in code level - two major revisions, plus v9 was f5's first non-v4 release. can you list your vs, ftp profile, and tcp profile configs? is this active or passive ftp? Are you using default ftp ports on the server-side (20/21)?
