In an HA pair, which device sends monitor traffic?

HA pair setup with fast failover, aka ha-group running v12.1.2 hf1. Single traffic group.   I expected both the active and standby LTM devices to send monitor traffic to nodes but when I tcpdump o...

Both devices should be sending monitors, this is required so that the standby device can go active and start serving traffic.

 

Is your configuration synchronised and can you ping/curl the pool members from each device out of the equivalent network?
