Could anyone confirm the TM.MaxICMPRate and TM.MaxRejectRate values are per second or not please? It's implied but not explicitely stated anywhere I can see.

i think so because it is shown in log.
e.g.
tmm tmm[1609]: 011e0001:4: Limiting icmp unreach response from 299 to 250 packets/sec
