Here is a regex you can use to match any path which doesn't start with /contact, /images or /css:
^(?!/contact|/images|/css).+$
And with the case insensitive option enabled:
(?i)^(?!/contact|/images|/css).+$
I haven't tested this on a BIG-IP.
