Try using the following:

 

  1. OneConnect Profile in VS with netmask of /32.

     

  2. Action on Service Down in the Pool set to Reselect.

     

(1) will force the load balancing decision to be made for every HTTP request instead of the the default of lb decision being made only for the 1st HTTP request.

 

(2) will force the HTTP Request to be sent to a new pool member when the selected member is down.
