When issuing the command
tmsh modify ltm pool members modify { { session user-disabled state user-down } }
the pool member gets no new connections but keeps the current ones.

CirrostratusLTM keeps current keep alive and persisted sessions. You can force fully disable via configurations utility and or by using tmsh.
tmsh modify ltm pool http-pool members modify { 10.10.10.211:http { state user-down } }
