How to implement surge protection(connection queue)?

Hi guys.

 

I`m trying to implement surge protection using i-Rule, which supported by Citrix(connection queue).

 

I'm just trying to figure out how to implement it, but I would really appreciate your help.

 

In my opinion, by generating cookie and display que number to client dynamically.

 

First of all, I think to implement, need a guidance waiting page using html.
