Can you let us know what version you are running please. Regardless, I don't think the menu's have changed between versions for iRules objects. So, to create an iRule, in the GUI, it's Local Traffic > iRules > Create. Give your iRule a name and use the text box to enter the iRule. I'm assuming at this point that you'll want to just copy and paste an example from somewhere.

 

 

To apply the iRule: Local Traffic > Virtual Servers > 'Name' > iRules and select the iRule you've created.
