How to apply Application Template with no Security Policy configured?

Is it possible to create an Application Template in Big-IQ 6.1 with no Security policy configured? I want to create an application and deploy to a device that doesn't have the ASM module licensed. When I create a template there doesn't seem to be a way to remove the security policy. So when I create an application and try to save it, I get: Unable to get prototype references: No devices found for ASM
