the activation should timeout after a minute or so, and then it will give you the option to do a manual registration. You'll need some machine with internet access to visit the licensing site and retrieve the license file, which you can then install on the LTM.

1. Set management address from command line using config
2. Connect to management address using https://ip_address
3. Setup wizard should be running for new VE
4. Click next then select manual for licensing option.
5. Enter your purchased license or evaluation license key. It will create dossier.
6. Copy the dossier with control c
7. Connect to activate.f5.com.
8. Select license, paste the dossier, accept conditions, copy license text.
9. Paste into F5 GUI, hit next and your done
